where abouts would i find card vendors? i hear rumor that they exist, but i have yet to find any. if anyone can point me in the direction of some.

They were removed since Beta. You get cards by turning in information to Informants.

Umm... this is false information. The only way you can get cards at the moment is to do quests (or you might find a few on the exchange broker from people who've gotten duplicates). Turning information into informants nets you clothing, baubles, vendor fodder, and one-time use items for diplomacy.

So I have a question, too. Is it possible to play a diplomacy duel with another player?

Or are there any plans to implement such a function? I think that'll be great.

There is currently no way and it is definately in the works, says Aruspex. They just want to make sure everything's as balanced as possible first. Here's one example of a thread where he says it's on its way:

Nope, you get presence clothing and merchant junk.

Yes. Quests only at this point. I am reason based and can tell you that most of it can be done with just your regular deck. I am skill 205 and only now starting most quests. I grinded most of the way up and I am reason based.

That being said, some things are just harder for us than other. Particularly gossip lines where we are blocked.

Leth Nurae is great for skilling up soldiers, crafters, and academics. Tursh is great for skilling up domestics. I have not worked on the other classes yet.
