At most these should take a PvP player out of the fight for 6-8 seconds tops. It's just too imbalancing.
1A) Disagree... They break easy enough and by changing thse especially mez your gimping a class entirely out. Deal with it.. its part of PVP.
Also you should gain stun/root/mesz immunity for twice the duration of the spell once it breaks to prevent chain casting
1B) Again if one person is chain casting on one target then they should be rooted the whole time. Gimping this isnt the answer. They have classes that can counter this as is..

i.e. Ever seen a monk or ranger AoE crit? Casters drop in 1-2 shots. There is just no stopping it.

A 1-2 minute invulnerability would be nice on respawns to prevent folks from ganking at altars (Cast an offensive spell it drops)
5A) 30 seconds is fine.... the whole ruleset is so players make the ruleset they want to enforce... we dont need interference from developers... Id rather punish people for altar camping my guild. You dont want altar camping then YOu make it happen... allthough from my experience in game its been the opposite.

8a)disagree... did you write this during beta or something? With heals as they are no one can outdamage a healer unless its a clothy your beating on.
PvP Combat is just too fast right now. Casters seem about right for DPS but some of the melee classes are just way out of wack. Healers shoul be able to get a heal off on you before folks 1-2 punch you.
8b) Seems to be getting longer as we level. I think it will continue to get longer.
9) Level restrictions need to go away outside of starting towns.
Nothing ruins the PvP experience like out of level range healers and spies on raids. Outside of the starting areas everyone needs to be killable. To counter this PvP rewards should only be given for +/- 5 level range (Loot/Exp/Faction?)

Call it tokens, ears or what ever but we need to feel rewarded for killing folks on the battlefield. I would suggest that PvP kills within +/- 5 levels be rewarded with inventory loot of the corpse (Minus Bags/Soulbound/Equipped Items) + 60-80% of their cash on hand. In addition it wouldn't be a bad thing to give exp equivalent to a 2 dot mob of their level every 15 minutes and possibly a faction hit against the players racial home town. Exp loss for dying to PvP in level range wouldn't be a bad thing either.
10a) Wow talk about putting a system the makes no sense... XP loss? Are you serious? Why dont we just get erased if we die in PVP.... and re roll? This would open some sick greifing doors!... We really dont need the item loot like you think.. thats for low level play.. later it will be spawn battles over contested.

It would be nice to be able to post cash bounties on the heads of folks you really want to see dealt with!

/agree.. this should be full time so you cant break mez ect on guild mates...

We need a new command to tab target between hostile "In level range" PCs that doesn't target group or fellow guild members. The current /targetnextPC tab targeting system needs some special attention for the PvP servers.

This had to be THE BIGGEST problem in EQ2 with PvP. Guilds didn't fear sacrificing themselves to deny other guilds contested raid content. PvP death needs to hurt once you are max level and raiding. It's a difficult problem to address but it has to be fixed to ensure the long term health of the server.
With the world essentially being all non instanced contested raid content is going to be some of the most fought after territory in game. Guilds should have to duke it out to see who gets the kill but it needs to be done in such a fashion that a few rival guild members can't deny a guild from accomplishing it's goals with a much smaller inadequate force. I'm all for seeing guilds go toe to toe over contested content but they need to do it with an equal sized raid force not a few cheap tricks at a critical stage of a PvE raid battle.
I would hope that altars are placed far away from contested raid content. Revive zerging is by far the worst tactic I've ever seen. Even if there are death effects they need to be near 100% debilitating and cumulative. If you die x times in x minutes to are crippled for x minutes from entering a fight. This would also put some sting on folks that are already 50th level and don't fear experience loss.
Also PvP death timers need to be shorten to 1-2 minutes to prevent spies from sitting there watching you pull. Folks need to derive their own strats for raid mobs.
Camp In/Out abuse is a tough problem to fix. I like that you don't have immunity upon logging in but folks can still time logging in to disrupt raids at key moments in the PvE battle. I don't think this is going to be a huge issue but the LD disconnect immunity timer is open for exploitation.
17) Fix pets in PvP they lag folks so hard they can't fight back!

Alot of this post was about chaging alot of the game... nerf this nerf that..... do it like this game or that game.. I love this game so far. I like that a druid can lev and own my butt... I also like that in 2 levels I can dispel it while hes over a cliff. Use your char to the best advantage. Bring allies. Stop whining about what other classes get and deal the hand you got. Sometimes you have to run... sometimes your helpless, and sometimes you have all the advantages. Deal with it. Most of us like it as is and dont want those changes. Fix the bugs like perma mez and pets.. YES do that since they are not intended.... but mostly its good game so fix the problems and leave the stuff thats working alone.
