Is there anything that affects endurance / stamina regeneration? Is it based on a stat, or weapon speed, etc?

Abilities: Endurance is a pool of points used to use abilities. Though it applies to melee abilities in most cases, some spells use END. The maximum END value for all classes will be 100 at launch. END regenerates very quickly in or out of combat. Tanks and melees could benefit from items that boost END regen.
Running: The tool tip doesn't say it, but END is the pool of points that you use when you run. Faster END regen can help you run longer without having to slow down.
From what I understand, Ford, weapon speed dictates how much END a special ability uses though there are those who suggest otherwise.
To answer you question the only way to regenerate you endurance faster is to get a cleric or shaman to cast an endurance regeneration buff on you. There may be items to help it, but I've never seen them. Stats have no connection to endurance.
