I just completed a parley.
My chat window said, "Your Crafter Presence has increased to 2!"
In my Diplomacy - Equipment window, hovering over Presence -> Craftsmen I see 9/97
My skill is 48, yet the people I do Civic Diplomacy are qualified by a blue 50 on the selection screen.
What are all these numbers and how do they relate?
Lable me confused.

Prescence, like all stats, comes from both innate values and clothing.
For example, you might have 100 hit points naked, but when you wield a sword which gives +10 hit points, you have 110 hit points.
Likewise, you almost certainly are wearing some item of clothing which gives you +7 Craftsman prescence. 2+7=9.
Your diplomacy skill (the 48) determines who you can talk to (I *think* the limit is skill+50), as well as how difficult the parley will be -- they need to keep the marker on their side for fewer turns if their diplomacy score is higher than yours, I think at a rate of 1 turn/5 points.
When you parely, you might gain prescence (with the appropriate type of person), Diplomacy skill, both, or neither.
If you continue on the path of the diplomat, you will find yourself carting around quite a wardrobe -- for example, I need to use my Noble's Rod to talk to most nobles, but have to unequip it to talk to anyone else, since it LOWER prescence with most other types. Likewise, I have +7 Clergy pants, a +13 academic belt, etc. (Also gloves that give me a free point of Reason...)

Thanks for a very clear explanation.
That +50 on the parley challenge limit is a critical peace of information.

It is actually +49 :)

That would be the difference between your skill and the NPC's diplomacy level. The 50 he was referring to was the level of the NPCs he's been parleying with, at least, that's what I think the blue 50 means. NPCs with that low a civic level normally require 5 of the appropriate presence to parley.

Indeed, which is exactly what the poster that I was quoting was referring to.
Here's a snippet of the original text if you missed it:
