Scratching the Surface Quest - Oathbreaker Runner

Does anyone know where to find this guy? I've been standing near Khegor's End and running up and down the road but can't seem to find him. Any help would be appreciated!

Head up the road north of KE. You will find a tent where 5-6 oathbreakers idle. I got my update by killing one of the scouts. If you don't, just kill them all and he should pop up or run by.

He seems to be a regularly spawning mob. he spawns at that tent and walks back and forth from there to Khegor's End.
