Despoil not working

Has anyone else tested this? It is not working for me at all.

I ahve spammed it on the Guardian of Time mobs in CIS and it seems to take the buff off after about 5 casts. Cannot say that I have done scientific testing though, and there was also a sorc in the group stripping enchantments, so I cannot tell you if it was my Despoil, or his Disenchant.

I know not much help, but I know for a fact it does not strip an ability on first cast.
