Does the conversation you are having with the NPC have any relevance to the diplomacy interaction or is it just fluff?

Generally it is just fluff. However, watch the quests. I have had several times where I have had to abandon a quest and redo it because I didn't read the dialogue
I enjoy reading the conversations and was disappointed when I couldn't read the timed Vulmane diplomacy quests due to having to race through them as fast as possible to beat the time limit. Timed quests are cool and all but at least give us enough time to enjoy the work you put into it.

Quest: In some cases, unique clues are given in the conversations. For example, in one of the training quests in Tanvu, you have to convince the spy for the person you are talking to to do something. The only hint of the identity of the spy is in the text of the conversation. The Quest Listing won't help you at all.
Civic: No direct impact for game play, but there is lore and history of the stations and city in there, which some may find interesting. There are also themes which may play out down the road. For example, if you do gossip(?) with Tanvu Clergy, you will get a story about how a goddess kidnaps children in times of turmoil. The clergy seem disinterested in it, assuming she is doing good. In Tawar Galan (one teleporter trip away from Tanvu) there is a diplomacy quest about mother with a missing child trying to get two other parents of missing children to talk to her to compared situations to see if something new might be found out that would lead to the rescue of the children. There is no reference to a goddess in the quest at all. The theme of missing children might be relevant for Kojani plots down the road and, if so, then there is a clue in the conversation of a civic parlay that you wouldn't know from just doing the quests.
