When I parley with the crafter, there are 3 options to choose:
1. Legenard Items
2. Shared Effort
3. Tricks of the trade

I am not sure what's the difference of them, but when I tried Shared Effort, I got Shared Effort +1 (11) and Tricks of the trade -1(9). I still don't know what are they used for. Thanks.

And what does courier pouch do?
Courier Pouch 12 slots require 40 diplomacy
I cannot put anything inside the pouch.

The courier pouch must be equipped in one of the bag slots first.

He's talking about the courier pouch, not the information belt.

The courier puch is just a fancy bag. It goes in a bag slot and can hold anything.

As for the Shared Effort, etc. These are the levers in the city. Most city levers need to hit 40 and then it will set off some sort of buff. Many levers cancel out other ones. So while you work on one specific type of conversation, you will see that lever rise and the other ones fall (hence the negative number). Basically, if you reach 40 on one one of them, you will set off a buff for that city.

If you want the spoiler, here is a list of what each lever is. For example, if you parley with soldiers and use the convince conversations only, once the lever reaches 40 everyone eill get a +5% accuracy buff.

After a lever reaches 40, it will slowly fall back down. You can usually max them out at 70 and it will fall more slowly. Unless of course another diplomat is pushing up a different lever and knocks yours down. :)

It can be hard to get levers up when a lot of diplomats are leveling in the area as they tend to push down the levers.

Also....the more presence you have with each class, the easier it is to push up a lever. Once you become "known", the levers move 2 places. Once you are "respected" they move 4, etc.

Sorry for the bump but, ok so known = movement by 2 points, now what causes 2x movement. Sometimes I get double lever change messages, what affects that?

I have seen that as well, some NPCs act like you have won the parley twice, given to sets of lever movements. There is no reason for this to happen that I know of, and I think it is a bug in the particular NPCs. I would /bug them when you come across them.

So I was exploiting? Oops, I thought it was some kind of feature =X

Probably, technically. But in the great spectrum of sploits, I wouldn't lose sleep over it.

Where does the belt come from?

The belt is no longer a belt. It's now a valise and equips in the diplomacy bag slot on your dip character sheet. If you haven't gotten the valise yet, you can read about the quests here:
