Building Faction using a ranged Weapon

Last night I was fighting near Ca'iel Brael to raise my faction. What I found so far was this: If I killed one of the lvl 2 mobs around in the area with my ranged weapon ability(forget which one at the moment), no faction. If I moved in closer and took them out melee style, faction adjustments. I just wanted to know if anyone knew of this issue. I tried to do some searching, but didn't find anything

Basically you can't get faction unless the mob engages you.

Yeah even one-shotting them with melee won't get you any faction. You have to get on the enemies hate list, but if they die in one hit there is no hate list.
