Every 4.5 sucessful parleys now equals one point in progression for an equal level NPC. So how is the 4.5 calculated?
For example...
If I am at 80 or 100 or 120 in Diplomacy and continue to parley with a NPC of 100 Dip, is the calculation like this...
(NPC 100 / Dip 80) = 1.2 therefore 4.5 / 1.2 = 3.75 Parleys needed
(NPC 100 / Dip 100) = 1.0 therefore 4.5 / 1.0 = 4.5 Parleys needed
(NPC 100 / Dip 120) = 0.8 therefore 4.5 / 0.8 = 5.6 Parleys needed
To plan the amount of time one needs to gain presence, is this straight calculation correct?

Did they actually say that? I was under the impression that that was at 50 on even skill- I figured it increases as you raise skill, because I'm pretty sure at 300+ it takes more then 5 parleys a point.
For that matter, I don't think it's a set number but an average of 4.5 at 50/50-- I know at 100 NPC / 90 me, it was taking up to 8 per point.

I do not think so. According to this post (http://www.vgtact.com/showpost.php?p=17503&postcount=3) by the design lead for diplomacy, there is something called "degree of victory" that is added to a hidden counter and when a threshold is reached, you get the point.
No one is quite sure what "degree of victory" means, but the two leading theories are:
1. The total number of Dialogue Points left on your opponent. If this is the case, then you want to parley against the lowest skilled opponent you can find to maximize the points you can earn. If this is true, you want to parley against people 50 points in skill below you, or more, so that you can have upwards of 30 dialogue points left on the bar when you win.
2. A minimum of Dialogue Points lost over the course of the parley. If this is the case, then you want to parley against the opponent where you will lose the fewest points. If this is true, then there is no difference between giving up one Diallogue Point to a higher skilled or lesser lesser skilled NPC.
Either way, if player analysis of Aruspex's cryptic statement is correct, relative skill level of PC to NPC has no impact directly, only the number of Dialogue Points matters in some manner.

The dialogue points bit refers to how fast your Presence increases, not skill level. If you run a parley with lower level skilled opponents, you have less chance of getting skill-ups.

You're correct- I was thrown off because I assumed he realized that those patch notes were talking about skill ups, not presence.
The 4.5 parleys instead of 5 on a 50/50 parley was for skill-ups, unless I'm crazy.
