Looks like you do not have Direct X 9.0 installed, or it was installed and is now "broke". Head over to the Microsoft website, search, and install Direct X 9.0c and i betcha everything will work :)
If you want a more technical response ask Fozzik lol.

Do a search of all files and folders (including hiddin files and folders) and see if you find that file (the one the game says is missing). If you do, one thing you might try is deleting the file, then reinstalling DirectX 9.0c. This can be dangerous, but it might be something to try as a last resort. Just make sure not to reboot after deleting the file.
Sometimes a file might become corrupted, and the install program might only be installing files that it doesn't see...so it might not overwrite the problem file.
Another thing to check is your video card drivers. What type of video card do you have? Are you sure it's capable of playing this game? (I know you probably said what vid card you have in another thread, but I'm lazy :D ). If you're sure your card is meets the requirements of the game, try installing the latest video drivers after a fresh DirectX 9 install.

Thanks Fozzik...I have solved the problem. I sent an e-mail of to microsoft support and got a link to a site to DL specific .DLL files. I did that and installed it into my Fable directory and everything works fine now. My Graphics card is a x800 xl, which i just purchased so i also was concerned it was the drivers for it...but i have installed the newest ati drivers for it.
Thank you for you help in this guys. :)
