Where to start?

Ok. I haven't dabbled with diplomacy at all. Where would I go to start off my diplomacy career? I am a High Elf, if that matters.

Since you are a High Elf, you must speak with Arianna Lanendril in Leth Nurae.

Is there a fast way to get to Leth Nurae from New Targonor? (teleporter or something)

Well, unless you set your bindpoint near there or got that teleport amulet from Queen Florendyl, you'll have to go the long way.

At what skill level will I be able to head out of Leth Nurae and be able to raise diplomacy in the same areas I'm adventuring at?

you'll get new cards up to skill 40 diplomacy from the newbie trainer, so its best to stick to Leth nurae until you're up to that. You're way of skilling up from there is through civic diplomacy, which can be done in most major cities. (so you can do it in whatever major city is closest to where you're adventuring).
