Diplomacy Sub-quest bug prohibits advancement

I was working on the halfling starter dip quests and on "untimely demise" i completed the sub quest with Peck, but the next part of the quest won't initiate. I then abandoned it and it no longer gives me the sub-quest(probably because i already completed it). I advanced my skill some with talking to the dwarf soldiers, but i still cant get any new halfling dip quests(trying to work towards the horse and bags)

GM's in petition said its not something they can fix. Am I SOL until some mystical patch fixes this or GM's can reset sub-quest lines?

Please advise if there is another way to pick up the next quest line(and what it is)

GM can't do anything with quests. They can assist with lost items and corpses and also with player conduct. That's all. Use /bug for everything else.
