Contact Kirael task

Anyone has got this task from illyas Palacea guy named Perceptor indradi in LN
i have this task long time ago and i still dunno what to do to finish it
Says i must contact outrider kirael south of fallen monument
i go there after a lot of search i found all other outraiders except from Kirael anyone has a clue for this ?
No clue also if this task is diplo one but i never got a adventuring task from LN

Looks like this quest is bugged. I didn't found him too and after a Google research I found out that others have searched for hours but also didn't found him.
