My Varanjar can't do civil diplomacy in Dahknarg

I have a level 75 Varanjar diplomat, and I got tired of listening to the same stories while doing civil diplomacy in Derogar's Outpost, so I headed down to Dahknarg to try it out on some of the Vulmane NPCs. However, none of the NPCs I talked to have the civil diplomacy option. Is there something I need to do before I can even get the option? My Dahknarg faction is over 1000, but at the time I didn't have any outsider presence, though I now realize I have some shoes that give some outsider presence, but I was too tired to travel back to Dahknarg today. I don't know if that has anything to do with it.

There currently is no civic diplomacy in Dahknarg. You can try Halgarad. I think Konarthi point has civic also. Or you could go to LN, BC or Tursh.
