Location for statements vendor in Khal

Can't find the statements vendor in Khal. I've checked for the only statements vendor the wiki shows for Khal, but he's not located where the wiki says he should be. That is definitely the spot he was in for beta, but something has changed.

Anyone know where a statements vendor is in Khal?

They removed it since beta. You get statements through quests.

Is there no way to buy statements then? I'd like to buy the statement that takes away 2 red dots. I've already finished the quest for getting those statements, but only have two of the four possible cards.

You can purchase cards people get as double's from quests and you can purchase Wisdom in Wine (in a way) from New Targonor. That is the only way you can purchase cards at this time.

The card you want is a newbie line card I believe and is not available.
