Opt for RPG/PvP kill anyone anytime server :)
I understand the classes will/arent designed to be "balanced" as well IMO they shouldnt be. I would love a "No safety" harm anyone, rpg server. just flat out everyone walking around with loaded weopons, (kinda like E.LA :) ) total RP, and hands off policy as far as GM intervention goes.. call it Chaos sever and let people just go.... I realy wonder how/if this kinda sever could survive and how/who would play seriously on it..

It wouldn't work.Those who grief, need people to fall prey to their griefing.
The nice non-griefing folk will shun a server where they have no GM's to rely on, or rules to protect them. They will play on one of the non-chaos server.
But the nasty griefers need people to push about. Lets face it - they are the schoolyard bullies who never grew up, and never learnt correct social skills. (Bear in mind, I don't believe EVERYONE on the chaos server would be griefers, but it would attract a fair few to begin with). So these griefers would leave the chaos server (where they themselves suffer from other griefers) and will join servers with the nice folk.
Sure, the chaos server will support a tough little community, but I do not think it would be all that popular. It's community would stay quite small.
After all, who is a bully more afraid of - a teacher, or a bigger bully? The bully needs to live among easy pickings.

I played my EQ career on Rallos Zek, but your proposal does not sound inviting. There were already plenty of blue server players who saw Rallos as basically an arena... they weren't playing a character there, they just logged in to gank people every now and then.
I'm still deciding whether to play on an Vanguard PvP server. It may depend on how many of my friends are willing to take the plunge.
I would opt for a kill anyone anytime server if there were social consequences. Faction hits with aggressor flags, for example. But the idea of a 50th level high elf paladin being allowed to walk into the newbie area every so often and start slaying his kin... it's just goofy.
