Bug with Panther Mask/Feline Veil -- Sigil?

It looks like the Dread Knight ability Shadowy Veil (+15% speed buff) does not stack with the +20% from the Panther form -- however, a bunch of other classes speed abilities do (i.e. Shamans, Rangers, etc).

Could this be fixed so they are cummulative?

shadowy veil is a stackable run speed buff isnt it, whereas the ranger shaman druid speed buffs are direct speed buffs. You're aloud to have one direct, one stackable. The shadowy viel and panther mask are both stackable buffs which means only the higher one stays.
