Ambushing the Ambush - Tehat Harbor = bugged?

Has anyone been able to kill the 4 ambushers for the quest Ambushing the Ambush at Tehat Hrabor?

After I got the quest I was able to go over there and kill 1 ambusher (and got a discovery for the kill) - but in the past 3 days there has never been another ambusher to kill.

I have tried on a new day, tried waiting there and tried running by it about 6-10 times a night and never seen another ambusher.

Is it bugged? it is just a really long spawn timer? Is it just that I have been unlicky?

Anyone else had any luck with this quest?

when you enter the runins the first time 4 amubshers will appear coming from each corner of the ruins to the center. If you do not aggro them and they reach the center they will despawn. Since you only get one chance to spawn them you need to grab all 4 3 dots at once if your the only person with the quest. IF multiple people have the quest you can spawn it a few times.

Abandon the quest and retake it and go back to the ruins to get another shot at respawing them.
