It's not terrible... but I find it quite sad, to be honest. However, this ain't too different from places like Hooters where woman have to dress with skimpy outfits to attract customers. It's simply a different style adequated to the local customs (and fetiches).
If you want to have a good laugh at japanese bizarre customs, take a look at Outpost Nine (http://outpostnine.com/editorials/teacher.html). The editor is an american guy working as English teacher in Japan and his stories are quite hilarious, to say the least.

haha Japan just cracks me up (lived there for 3 years too!).
