How to get more cards?

Hi,

due to an unbeatable NPC at the Dark Elf horse quest, I am not able to continue past that. So, in order to have any success at the civic diplomacy, I need a way to get the more powerful cards to use, in order to win more than 1 in 10. But, where do I get those? My skill is 55, and there is no card vendor around anymore.

Quests are already all over the game world - almost all of them give out more cards. Ask on the dip channel (/join dip) on your server - likely someone knows where you can score a card or two.

Also, civic diplomacy in most cities can grant you up to 5 different cards, depending on which levers you pull.
