Is it a feature in Vanguard today? If so, how do we enable it/control it? If not, are there plans to implement it?

Nope. Its either HDR/Bloom or AA. You cant have both. :(

but how do you turn on Anti-aliasing... not ansiotrophic filtering but anti-aliasing

A) You can HDR/Bloom and AA at the same time, that problem was fixed a while ago, but it's basically up to each game to implement both features correctly to have them work at the same time.
B) AA is not implemented in Vanguard yet.

I can force AA from outside the game using Nvidia control panel, but then it gives me this weird stuff where NPC names disappear halfway across the screen. It's very odd, so I figure i'll just wait until they implement it properly.

As mentioned Anti-Aliasing doesn’t exist in VG yet. (Also as mentioned "forcing" it does bad things.) You simply have to wait until it is.
(This still amazes me to this day since they were supported early on by Microsoft, which favored ATi at the time, and AA is a feature they had Nvidia beat on.)
