Bought the retail, installed an patched.
After some downloading i finally can log on to char creation....very laggy. hardly able to move sliders. First ^^^
But i dont give up that fast ..oh no.
I made it to log on into shalo village and see....a slideshow.
2 FPS - balanced setting. connection is read around 500-600 ping.
My system:
AMD 64, 3500+
2 Gig Ram
Win xp sp2
300 gb harddrive
Nvidia Gforce fx5600, 128 MB
SyncMaster 930 lcd screen
so i go and turn setting all the way to "highest performance"
and what do i get 3-4 FPS
Any comments or advice would be highly wellcome.

2 major problems I see right away. Your insane ping, and your video card. That 5600 has just got to go. Bare minimum you need a 6800GT or higher. If you plan on staying with the AGP graphics then order the 7800GS. Top of the line AGP card.
As for your connection issues, I'm not sure. Are you behind a firewall that is blocking your port for the game? Is your ISP having problems? There could be any number of factors.

Your ram and core is fine, but as above, that GPU is way too far behind. I don't think I'd say go all the way up to the 7800 GS, that's just way too much to pay. If you were going to do that you may as well do a full core change (CPU, Ram, MB, GPU). However, I would recommend moving to a 7600 GT.
XFX 7600 GT (http://www.newegg.com/Product/Product.asp?Item=N82E16814150210) $179
The ping is not all that terrible. Everyone is seeing 400+ due to the player load and net code.

As it looks like my old dusty fx5600 will get kicked out tomorrow and
one of the better AGP cards will come - GF 7600 GT looks best price/performance so far to me.
Any idea what kind of improvement i can expect?
(4 FPS -> 20 or to 40 maybe?)

Yea the whole GeForce FX line was far below par.
I have a guildmate who has the same card, essentially gets like 5 FPS as well.

I'm running on a 7900 GS, which is PCI-X, but I think that is irrelevant in this case - maybe Rabb1t will have an insight to that. With 2GB RAM on a dual core P4, I can see 30-60 in the wild. In the cities, I come down to 20-30 once I've been in the city a few minutes - still seeing some hitching in city occasionally, but it's not unplayable by any means. This is on Balanced settings with Far Clipping maxed at 1600X900.
That said - I did have to drop back to High Performance settings briefly in the Ra'Jin Temple outside Tanvu the other night when many player models were around. I probably could have just turned off shadows and been ok, but *shrug*.
Note - that this is up from a max of 30fps or so in the wild just three weeks ago - on High Performance. They have made some nice improvements to the engine in the last week or so.

$30 more for the 7800 GS from BFG. Great company and lifetime warranty.

As for the ping, I rarely go above 200. Not sure why folks would regularly see above 400. I'm running cable modem from Cox Communications.

I moved over to the new EU server (Infineum) and started a human character on the last continent, Qalia rather then the humans on Thestra continent.
My ping came down from 700ms to around 140ms.
Although I don't see alot of ppl running around in my starter zone unlike the crowds you see running around the human starter zone on Thestra...
