Grinding Presence in Qalia

Howdy yall. Looking for somewhere to grind for outsider presence on Qalia. I've checked every single NPC in Khal, none of them have Outsider presence except during specific quests. Has anyone seen outsiders in any other city on qalia or anywhere at all?

I am in the exact same situation. If ya find an answer please post it here! I took a quick look through CB (damn that place was confusing!) and I am going to look in Lomshire...
