Standard UI hotbars

This may be a silly and/or obvious question, but it seems to be that only *some* of the offered hotbars in the standard UI allow key bindings. Perhaps I am just missing something and someone can tell me what it is I'm missing.

Otherwise though, is there a simple mod or some such that will allow me to use the right side hotbar and bind them to the f1-f12 keys? In all honesty I would just prefer that particular bar to be the second one I put up. If I can't do it, I'll get over it, just thought I'd ask.

Im not shure but try asking like a GM or something about the commands in the game because there are so many commands and you may be able to just write in a macro like /bind F4 or something close to that but yeah some of the hot bars dont have bindings otherwise. But thats when G Keys come in handy :D if your keyboard has macro buttons lol but like i said there are so many commands in this game there is probably one that you are looking for.
