You get the quest from your trainer and the destination is on Qalia.

Well im level 20 and did not get the quest.....and hard to believe they would make us leave the continent to get this spell at this level.

If you're unable to get it from your trainer at level 20 then /bug it and try another trainer. I know there was an issue with the quest being offered at level 16 and they "fixed" it. It's possible they screwed something up.

Also check your quest log. It's possible you picked it up earlier. It is called Art of the Dead.

You do have to go to Qalia to do the quest. If you are friendly with Khal you could try the Necro trainer there.

What should we do if we got the quest at 16, but didn't complete it before it was changed to level 20? Should we just leave it in our journal until level 20 and then finish it? Delete the quest?

I would abandon it and get it from the trainer again when you reach 20.
