I went to Arcanist Tyellian, Arcane Hall, got the 3 chatterings
went to High Guardian Syalae, delivered a chattering
went to High Guard Faolin, got the report
went to High Guard Syalae's, got the report

Then I went back the Celestial Captain Laenil, but can't complete the quest because (Chattering 0/1) isn't completed.

Did I do something wrong?

nvm I figured it out- lost a game of parlay, and somehow lost the last chattering. Thus, not having one at the end of the quest to turn in. Quest completed, on to bigger and better things.

how do you get the last chattering back? do you have to do the whole quest over again.

Yup, start over. Essentially you can wind up doing 2 parlays with one of the NPC's, and you'll lose a chattering. Gotta pay attention.
