cannot accept halagrad/VE horse quest

I was able to do the first 20 minute part where you run a horse to VE but i when i try to accept the second part i geta red message saying i cannot accept it.

I am level 14 druid, 68 diplomat at the time. I do own a horse from a store already.

Hmmm... seems like it should let you do the quest (for exp) and just not let you claim the reward (since you already have a better horse).

I would file a /bug report.
