In this morning's patch:

- Dark Elves - You can now learn the ability “Elocution” from Nalzen Hun’tlar in Hathor Zhi, previously he didn’t think you were worth the effort, but now he’s changed his tune.

Umm...we can still get it if we already did the bulk of the quests, right?

Yes, I picked it up this morning. I am at 53 and completed all of the tutorials previously. He had a new quest for me and you parlay for it, just like the tutorials were.
