starting continental style quests

Can anyone list the names of the NPCs who start the learning kojan style quet and the learning Qualia style quest please. I've been trying for a couple of days to get these started with no luck.

I gained 100 Qalian faction in Khal and was given the 'Choose Specialisation' quest by the Outfitter Instructor in the crafting hall (I am a lvl 18 tailor). This sent me to a closeby outpost to the SE (Can't remember it's name). When I got there I found the NPC (who had the green shield) and begun to speak with them but the quest broke halfway through talking & they reverted back to the standard greeting phrase. So I am now stuck & unsure how to proceed.

I haven't been able to find anyone who can give me the Learning Qalian Style quests :(

someone has done it saw a hat for sale with qualian attributes yesterday.
would not buy it though, probably some towel head thing.

I have been reliably informed that all the Learn Qalian Style quests can be started in Ahgram.
