Default At what level do newbie quests become unavailable?

My level 20 Warrior wandered over to Rindol Field yesterday, and was surprised to find that there weren't any quests available at all. I quickly created a newbie halfling just to see if in fact there were quests available to him, and sure enough, there were. Is there a level you reach when the newbie quests disappear? I know I wouldn't get much XP or any useful items from them, but I still like doing them for the storylines. It makes me wonder how many other quests are no longer available to my warrior. When I first arrived in Tursh, I was level 19, and could do the newbie quests there. Is it at level 20 that they pop out of existence? Or does faction have anything to do with it?

I think the true newbie quests are only open to the races that start in the area. This is all the nice unique plotline stuff.

There should be a couple things that open up though, most likely the kill 10 lizards -> kill 10 turtless -> kill koopa, type chains.

Thats strange. I know the halfing quests aren't available for non halfings but nearly all the other newbie quests for each race I have done with my Qalian human after I have gotten enough faction. Maybe it was changed after a recent patch.

The level 1-4 quests in Rindol Field are only available to halflings, and the quests in Tursh exclude halflings from levels 1-4.

This ensures that new players won't get accidentally sidetracked from their own questlines.

So simply put, only halflings can do their line, and every other race can do the ones in Tursh? Well that explains why the little guys wouldn't speak to me after I completed the Riftseekers dungeon. Makes no difference to me, I just do them for story.
