I've had a couple friends ask me about this. When attempting to install a custom UI that calls for editing their ini file it says to look for something along the lines of Shell = Default and change "default" to the name of their UI folder.

In this case it is teh Core2.0 UI that we are working with, but it's interesting that the line in the ini file isn't showing up at all.

Does anyone else have this problem or know how to fix it?

it must be there (without it, your vg will crash). you can find that file under vanguard/bin/vgclient.ini. in this file look for shellname=

[Vaxx]

This has happened to me and my friends and in every case was because we had just freshly installed VG and had not logged into the game.

If you log into the game then log right out, the shell=default line will be in your ini file.
