On Hilsbury, I was able to equip my level 5 shaman in complete greens and a couple blues all for less than 5silver, including a lvl 13 blue hammer.

Is this the norm or are they dumping loot to keep the subscribers happy?

If its not magical, its not worth wearing. Greens and blues are magical, therefor we wear them.

The special gear is yellow and up, I can assure you that those aint dropping like cats and dogs in a heavy rain.

Early in the game, low level loot will be fairly common as lots of people are all going through the same content and dumping what they don't need on the broker. People as a whole are relatively poor, too, so items are going cheap.

It will settle down as the level ranges expand and higher level items start demanding a much higher price.
