Default DIP. Cloak?? How do you get it??

srry im a newb to dip but i've heared of a dip. cloak im not really sure if its a /claim item or if u get it as a quest reward if its quest reward id like to know the quest and dip lvl for it....thanks

There's 2 cloaks that I know of for diplomats. One is from using /claim after buying the collector's edition, but you have to get lucky as which cloak you get (adv, craft or dip) is random.

The other cloak is available from a halfling in the merchant area in Leth Nurae. Offhand I can't remember the NPC's name, but a halfling shouldn't be too hard to find in a city full of high elves. She sells several different styles of cloaks, along with other dip clothes, but she isn't labeled as a vendor. I've seen actual clothing merchants in other cities that sell basic diplomacy gear, but none of them sell cloaks.

Speakers Mantle (+5 to all presences) is the reward from buying the CE of Vanguard.

I have this cloak... It was from the collector's edition. If I'm not mistaken it doesn't give +5 to all presences. But it does to most. I think it is missing 2 factions.

Diplomatic cloaks for the most part are for Counselors and Ambassadors (tier 4 & 5).

Probably true, but either you have it or you don't. I don't really pay attention to what it has. It fills a slot and has the presence I needed to get off the ground.
