So I'm on the Infinium Immunity quest from Scholar Donovan but have not completed it yet. I'm a rapidly outlevelling that area of the mines. However, I DO have a few infinium gems and a scavanged plate belt.

Do I need to finish the questline from Donovan before I can get the forging flag? What NPC do need to speak to to turn in the belt and gem?

Yes, you will need to go through the chain up to the point where you are able to have smith make you rewrought and infused infineum gear.
