Those are the sides. Currently there is not option to choose which side you want to be on with any race unfortunatley. I for one think it would even things out a bit if a) there were three different teams, or b) it was possible to choose which side you wanted to be on. Or sides if they could make more PC teams/factions, that would be cool. Anything is a possibility for the future though. I'm sure after everything is done being fixed and tweaked they will look at this a little more closely.
