Is TOD Kraelix Bugged or Am I doing something wrong!?!?

I got to the Summoners, the 1st Wave of Flyers summons, we kill it.

Then...no second Wave, No Kraelix, How long are we supposed to wait? Am I not giving it enough time?

The 1st Time I did this Quest it was 2 Waves of Flyers then Bang, Kraelix was in the summoning cirlce.

What's going on here?

sometimes it bugs alot of the 'summoning' quests do that best to just go off grind some then come back and re-try
