The problem is that it happens at random places in the city, in fact, anywhere in the city, at random times, and with the delay in dropping back to the char select screen, there's little you can do to know exactly when you were dropped.
I can tell you this much, I have never been dropped until I crossed over the main bridge to New Targonor. I've wandered around the cliffs in the chunk a bit without ever being dropped, but once I'm over the bridge and on, or in, the plateau that New Targonor sits on, including the docks, it's a crap shoot whether or not I'll be dropped.

I have suspected for a few days that the crashes are related to that elevator, it's the only thing in that zone that I know people have had numerous isssues with.

Good afternoon,
As a diplomat, I have experienced many NT crashes doing writs.
A large amount of time, I experience the crash trying to spawn writ-givers in the Hall of the Fathers (where the king is located). I parley with the place-holders, and after I win, they begin trying to exit the room. None of them, however, know how to exit the room and begin pathing all over the small room. After I have three or four NPCs wandering aimlessly all over the room, about a minute or two later, the chunk crashes me to the desktop. Many times, the NPCs have despawned when I return (although that is not the case 10% of the time - there may be one or two still wandering when I relog).
Also, I have experienced the chunk crash doing the internal writ (Old Allies New Faces). It usually happens about a min or so after I win a parley, usually causing me to be unable to complete the writ (losing a soulbound item I looted or the quest-giver no longer offering the second quest).
Whether parleys are tied in with the crash, I'm not sure, but that is my activity before the zone crashes. In any case, the pathing issue in the Hall of the Fathers is a problem in itself and usually is proceeded by a chunk crash to desktop.

New Targ just crashed again on Hilsbury. Someone PLEASE reset this zone AS SOON AS POSSIBLE.
I cant take another night of being stuck in new targ for over 5 hrs
EDIT:
It is back up. I dont know what caused this one so cant help. I was sitting mostly afk standing still and noticed that I coudl no longer cast spells.

in eq there was a .dgb file(I think) that you could check after a crash, but would be wiped clean if you restarted the game//pc. Does vg have one of these people could post or mail to you? I know we used them in EQ to bust a few people using a hack which made people go LD. I love hacks that put the name of the attacker in them  and they helped with the, what seemed eternal, debugging of the crash happy Demi ;p Just popped into my head thought I'd ask. Good luck fixing this!

Looks like they made it so the zone reboots upon crashing, but its still crashing... and often

Could be related to fact that elevator goes straight through you if you have levitation on. This could cause some malfunction in server code.
Although when chunk has crashed I have not always seen people in elevator.
I think that crash came around the time when shadowhound and unicorn quests went live, so maybe some mob / task related to them causes it?
