Imperium is not your ordinary MMO guild. The point of Imperium is not to be like every other guild, to recruit every person we meet, and to have more members than anyone else. What we seek within Imperium are skilled, mature players, who can keep the aims and goals of the guild in mind. With the Governmental setup of Imperium, we have abandoned the traditional Hierarchal Dictatorship of most guilds, and established a system of checks and balances, resembled upon the Roman Republic system. The guild officials are trusted with this power, and are elected publicly to ensure the needs and wants of all members are met, and not just the elite.

With Imperium, we will make ourselves well known, and respected. Our system of leadership will become admired and remembered, and our Legion will enforce a brutal reputation of PvE, PvP, and Naval prowess. We seek to truly make a mark upon the server we form on, and with a large, organized memberbase, we want to make it an experience our members will never forget.

Imperium will maintain a large Ventrilo Server and Forums, which we want both to be very active. All PvP will be conducted within Ventrilo, as we can conduct the most professional, efficient PvP Combat possible. We will be raiding, questing, hunting, and heavy on PvP Combat. We want to be a guild that encompasses all aspects of this game, and masters them to the highest caliber.

That being said, we do not also only accept the hardcore. We are a mature, professional guild, and a majority of our members have families, jobs, and other commitments. We understand that real life always comes first, and with that understanding, we know we will find the finest players this community has to offer.

With that, this thread presents the layout, and explanation of the way Imperium will operate. It will be growing constantly, and being updated as more people join.

Rank Explanation

Imperator: The Imperator is the Commander of the Imperium, and highest possible rank within the guild. All decisions made by the Senate must be approved by him, or can be vetoed. Oversees and ultimately commands all Administrative decisions of the guild, however, while having command of Legion actions, cannot direct specific Legion changes or movements.

Consul: The Consul acts as the advisor to the Imperator. A highly trusted individual, he helps to understand and come to decisions with the Imperator. The consul is a hand-selected position by the Imperator, and is subject to dismissal by the Imperator only.

Praetor: The Praetor is the overall Leader of the Senate. Oversees and advises Senate politics and affairs, the Praetor also organizes, coordinates, and regulates all meetings and Senatorial activity. The Praetor is an elected position, up for election every 30 days, and voted for by the Senators only.

Senator: The Senator is a rank held by 8 members, elected publicly from the guild populace. Are representatives and leaders of the guild, Senator’s are highly responsible, active members, who run and oversee a high amount of the management of Imperium.

Governor: The Governor is the Mayor of the City of Imperium. Oversees and regulates all City Affairs and management, house and vendor arrangements, and coordinates activity. Is subject to election every 60 days by the general member base of the guild.

Censor: The Censor is the head of recruitment for Imperium. Active in recruiting new, active members, he oversees this, and regulates admission for Imperium members. Subject to election every 60 days by the general memebrbase of the guild.

Tribune: The Tribune is a member of the 3 man judicial arm of Imperium. A very powerful position, The Tribune enforces all guild regulations and punishments, including demotions, suspensions, and possibly, guild removal. Also, for a removal of Imperator, requires a unanimous vote of the Tribune and Senate.






Section II: The Senate

The Senate is the Legislative Arm of Imperium, and a highly powerful one. In order to distinguish itself from normal MMO guilds, the purpose and aim of Imperium is to create a truly democratic organization, so all the power does not reside within the hands of a few people. All leaders of the guild are subject to review, member approval, and checks and balances are placed upon each branch. Organization and duties of the Senate are as follows:

I: The Senate is composed of 9 members, 8 Senators, and one Praetor. The Senators are all elected by the guild memberbase, and serve for 30 day terms, with no term limit. Each 30 days, they are subject to removal election, where if a simple majority believes they are unfit for office, their spot if vacated. Upon vacation of the seat, new Candidates are then allowed to register and run for the seat. The way elections work is, at the Inaugural Election, 9 Senators are elected, and a total of 9 always remain. In the first Senate Meeting, they will vote together for one within their ranks to hold the position of Praetor. This ensures a Senator who was popularly elected will be the one holding the seat of Praetor.

II: All guild polices, regulations, and decisions which affect the entire guild are to be approved by the Senate first. These may be proposed by Senators upon the floor during Senate meetings. Any decision requires a simple majority to pass, and a lack of one nullifies the proposal.

III: The Senate is an active body within Imperium, and will hold one schedueled meeting every week, as decided by the Senate whole. The Praetor reserves the power to call to session emergency sessions at any time.

IV: For a session of Senate to convene, it requires 5 members to be present, Praetor counted. A lack of this adjourns the session, for a rescheduled session at duty of the Praetor to convene.


V: The Senate holds in its power the ability to remove any official in Imperium, with a simple majority.

VI: All decisions made by the Senate must be approved finally by the Imperator. If the Imperator does not approve of it, he uses his powers of Veto. A Veto can be overturned with an 8 of 9 Senatorial Vote, in which case, it passes.

VII: The Imperator can be removed from power, with a majority vote of members, unanimous Senatorial vote, and unanimous Tribunal vote. In such case, the Imperator is bound by his honor to resign.

VIII: The Senate is a very active and very prestigious position. Anyone running for Senate must be able to fulfill the time obligation, to help manage and regulate the guild.


Section III: The Imperator

The Imperator is the Executive Arm of Imperium, and the highest ranking official within it. Any piece of legislation must gain his approval before accepted, and he reserves the power to Veto as well. Any member, non Officer, may also be kicked from the Guild, without Senatorial or Judicial Approval. The Imperator also handpicks his Tribunes, with Senatorial Confirmation for acceptance of any.

I: The Imperator is to regulate and uphold the ideals of the Imperium Constitution as he can. Failure to do so is a breach in his duties as Imperator, and is subject to Judicial Review.

II: The Imperator also retains the right to invoke emergency powers, for a period of no longer than 3 days. After this period, they are removed, and he is subject to Judicial Review to make sure powers were not abused. Emergency powers gives him the ability to pass legislation with extreme importance to the guild, if for some reason, a Senate cannot be convened.

III: The term of the Imperator is a lifetime term, except in cases of removal by processes explained above.


Section IV: The Tribunal

The Tribunal is the Judicial Arm of the Imperium. A 3 man Tribunal composed of members selected by the Imperator and confirmed by the Senate, the Tribunal ensures that all actions in the guild are concurrent with Constitutional regulations, and making sure that all members are acting in a conduct described in such. The Tribunal also regulates all discipline and punishments within the guild.

I: In the case that an action is found Unconstitutional, it is the duty of the Tribunal to enforce such punishment as deemed necessary at the time of the trial.

II: The Tribunal must convene in complete assembly; otherwise, assembly is postponed until a later date.

III: The Tribunal is a lifetime term, unless removed by a Senatorial and Imperator approval.



Section V: The Legion

The Legion is the most active body within Imperium, the Armed Forces of the body. Composed of a number of ranks, a strict hierarchy regulates such process.

Legatus Legionaris: Highest military rank within the Legion of Imperium, is the head of ground combat within Imperium. Manages all promotions in rank of soldiers, assigns them to specific units and squads, manages tactics and training, and troop movements. The position is also subject to Tribunal Regulation, and can be changed following certain criterion.

Legati: Advisors and 2nd in Command of the Legion, 2 of these exist. They are hand-selected by the Legatus Legionaris, and serve as his most trusted aids. They also report Military Affairs directly to the Senate, and cannot lead a Unit in place of an online Unit Commander.

Primus Pilus: A veteran unit commander position, is granted after 90 days of service for Imperium as a Centurion, or unit commander. Authority supersedes normal Centurions, and have the ability to order their activities. They report directly to the Legati.

Centurion: Unit Commander position. Leads a unit of men, and commands their movements in battle. Has no authority over other units, only his own. Is also responsible for the training and coordination of his men.

Optio: Lowest ranking Officer position, granted to those who’s service and conduct has exemplified them as to become an Officer. Is the necessary step to become a Centurion, and have authority over all Non-Officer members.


Immunes: Highest ranking enlisted position, given to a veteran Milties after 90 days of service. Is also required for candidacy to the Optio rank. Has authority over Milites and Tirones, however, does not have authority to lead units, unless specifically granted by a high ranking Officer.

Milites: Standard ranking soldier, given to Tirones after 14 days service in Imperium, without misconduct and performing good-standing service. General populace of Imperium.

Tirones: Recruit, no guild powers. Upon joining Imperium, this is acquired rank. Subject to scrutiny, after 14 days of service, is promoted to Milites, and made a full member.

The Purpose of the Legion is to defend the interests of the Imperium, to protect our city, and to maintain the presence and force of the guild. All commanders are expected to maintain by a code of honor and professionalism, and such conduct will reflect the reputation of Imperium. The Legion will be constantly active in PvP and PvE combat, making sure to advance and conquer all fields set before us. Our reputation as an elite combat unit will be known.
