This two-headed lizard from erm...wherever two-headed lizard people come from...looks like just the type of tough guy that takes guts and bravado and a good sword arm or two to take down. I honestly think that Sigil is trying to drive us bonkers with all these teasers.
Jeff is a relatively new artist on the Sigil scene, but a talented one who has carved out a name for himself on the fantasy art scene as one of the big four, along with Larry Elmore, Clyde Caldwell and Sigil's own Keith Parkinson. According to Glip, in

With such splendid work under his belt, I for one am drooling to see more. I have to hand it to Sigil (*stares straight at Brad*) for managing expectations so well...I WANT MORE!!
