So i have a freaking boatload of these, and I started in CB and as luck would have it there's an Arcana vendor in Ca'ial Brael.. so how do i sell my arcana stuff? He won't let me even sell it to him? anyone know?

The Arcana Broker is next to the Psion trainer. Ask a guard for directions to a class trainer and select the Psion.

As for 'how to turn them in'? You need at least 10 of one in your bag (i.e. 10 hearsays, 10 rumors, OR 10 evidence. He only needs 7 for something, but you need 10 to activate the menu). Once you have enough, it'll open up a dialogue box. When you click on the one you want to try, he'll take the Civic Dip items from your bag and place a random item in its place.
