The update notes have been saying for the last few days that anybody with at least a 2 in Diplomacy can do the civic diplomacy quests even if they haven't finished their newbie quest line. I was excited because I am VERY stuck on Ree the Dream Officer. Unfortunately, I cannot find anybody to parley with. The option does not come up for anyone I hail in Dallerjuba Village or in Tanvu. Why could this be?

(My husband started playing today and he is getting the parley menu up for everybody even though he has not finished his newbie quests either. So now my frustration has tripled because I am wondering is it just me? Am I missing out on a window of opportunity to skill up my character so I can finish the cursed newbie quest?)
