Diplomacy in Khal

So I'm having a problem that I hope you guys can help me fix.

I'm a level 6 Bard in Khal. Diplomacy is one of the main reasons that I'm playing Vanguard, and I've been thoroughly enjoying it on my Level 15 Dark Elf Cleric (swapped mains for various reasons). I've completed all of the noobie diplomacy quests from Mina, and received the Civic Diplomacy Tutorial quests from the other instructor.

Now, here's the catch. I never received the shirt as a quest reward from Mina that gives me +5 soldier, +5 crafter presence. I remember receiving this as my Dark Elf from the original instructor, but no dice with the Bard. I obviously can't complete the Civic Diplomacy Tutorial quests as civic diplomacy with a soldier or crafter requires 5 presence with those groups.

Is there someone else that I'm supposed to talk to to receive the shirt? I've completed the Repeals and Rebuts quests from Mina, and she has no more to offer me. Nor does the Civic Diplomacy NPC have anything other than the 2 Civic Diplomacy Tutorials.

Help would be appreciated.

You don't need to complete the civic tutorial in order to do civic, but if you want to, you can do civic parleys with other NPC types. The quest suggests Crafters and Soldiers, but I think you can get Hearsay for Blackmail from any NPC type. It may just be that you are more likely to get it from Crafters and Soldiers.

Another option would be to join the diplomacy channel ingame (/join dip) and see if anyone has an extra piece of clothing that has 5 crafter and/or soldier presence. Or check on the exchange broker to see if anyone is selling any.

I actually have been doing civic parlays with some of the other NPC's in Khal, those that only required Domestic presence (which I had). Unfortunately, these won't give you the appropriate quest items (been trying from Diplomacy level 40 all the way to 75).

I'll definitely take the time to join the channel in-game, but I've tried the exchange broker already to no avail.

I got a response from the GM's today on this issue Looks like this is a known issue in Khal for people who had Mina as their basic diplomacy NPC. No one is receiving the shirt right now, and they hope to have that fixed for the next patch. Just in case anyone else was having the same problems as I was.
