When I reached level 10 I received a quest to go to Namseog bunker to talk to Ravnul Greska the tanner. The quest said he would have a task for me. Talking to him completed the quest to go see him but that's all. I didn't receive a new quest so how am I supposed to get my Amateur recipes?

had this problem too (but with the martok guy)

turns out you have to be lvl 11, get your specialty quest, and complete it before you can get amateur status. after you get lvl 11, your outfitter instructor will give you specialty options. make some easy items for him to complete the quest then go see the other guy. he should ask you to make some things (this one was a lot harder to make than the specialty quest). afterwards, go back with the items and you'll be an amateur. your recipes will come from the outfitter instructor tho, not the amateur quest guy.

What about dark elves trying to do this quest. You can't proceed beyond this point because dark elves are KoS to everything in Neamsong including the quest NPC.

Is there a work around to this?

That is the drawback of being a Dark Elf. You are KOS to most of the rest of the world so you will have to do ALOT of faction work to go anywhere. The best place to gain faction for Qalia is the Oasis Outpost. Hard to get to since it's surrounded by 30+ mob, but if you can get there you can get your faction up with most of the factions on Qalia. 10 faction per work order is much better than 1 faction per kill for each area.

I don't think there is an outpost that will give you Upside Alliance faction for crafting. At least there isn't one listed in the VG Spheres Crafting Faction Table and I don't think I've done WOs at any outpost that gives it. You may have to just kill Ksaravi to get in. This will get you into both Khal and the Neamsong bunker though so it is a double bonus. If you killed Ksaravi to get into Khal already then you may not have far to go to get into the Neamsong bunker.

As I mention above, the Oasis outpost WILL give you Upside Alliance faction. Along with most Qalia factions it's just very hard to get to at lower levels since it is surrounded buy 30+ mobs.
