I got one of the biggest mushroom ever as a reward during my diplomacy quest line, and it's stated that it could be given to one of the 9 "diplomatic centers" of Telon to get 100 faction points with that faction (at work and don't remember the exact words).

My question is, what are those 9 factions (are they the Prestige Factions like New Tragonar) ? And to whom can I give the mushroom?

Aslo, what do those factions exactly do? If I'm "maxed", will I get special privileges? Discount prices? etc. ?

just stand in one of the major cities who's prestige you want and right click it. you may need to be nearby the diplomatic post or whatever its called too.

You use them in the civic centers in the 9 major cities, though Leth Nurae is bugged.

Prestige faction will open up special missions and writs and such. My prestige faction in Leth Nurae is at 100% and I have not found anything yet. I assume it is something they are adding soon, so certainly worth building.

Tursh isn't one of the 9 major centers. Leth Nurae and Bordiner's Cleft are.

True. However, I found that there are a couple in place. Both BC and LN has some. Some are bugged but I did manage to complete one which was fun
