All recent changes in terms of drop rate to the region have been for the 'better' in terms of farm time, and no drastic changes have been intentionally made in any way.
In short, this would be a bug, and when I get a chance either this afternoon or sometime tomorrow I'll look into it.
In the meantime, if anyone who is playing in the area currently could let me know if you've seen a Sar candle in recent memory, that would help quite a bit.
Same deal with the non-humanoids not dropping armor.
All of that should not have changed, I'll look into it when I get a chance, but any more information about this issue would greatly help.

It should also have a direct damage component. It's looking like that damage isn't displaying, although it should still be taking effect. I'm looking into the display thing this afternoon, so hopefully we will have a fix on it before too long.

Thanks guys. Many of the developers here keep an eye on these forums as well as countless other affiliates, but you have to keep in mind that the roles that many of us here play at Sigil are very specific, so you'll only see us actually post on things that we can relevantly comment on.
For example, I do world content design and implementation, and I'm always happy to answer questions or address concerns about elements of Vanguard that I am responsible for. I actually find it unfortunate that TTH doesn't have a quest or dungeon sub-forum, because if it did I think you would find that you would get more content designers posting instead of simply lurking as we often do.
In any case, it's great to hear that you guys are enjoying the game right now, and it's only going to be getting better.

It should only be assigned to people currently on the quest. The next patch after today's will have a fix in for this (the interactable object spawn on death) so that you can choose who gets the drop. I wouldn't blame you for waiting for the patch though.
I would also encourage everyone to keep in mind that this is simply the big reward for the dungeon. There is another reward track that has been completed, but is waiting on a fix that won't be live until a little bit later (should be no more than a week from now) - and will make it more incrementally worthwhile to adventure in the palace as well as the rest of Rahz Inkur.

Just something i cant understand with all these work to get this armor. Maybe Arcane and Mental resists is so good its worth dropping so much spell damage, helaing focus and spell damage.

Curse gaming parses damage focus as damage resist, so those numbers actually represent specific damage focus (of the type that it claims to have as a resist.)
