It was never my intent to equip the entire population with legendary weapons through the arena. You can, fairly easily, get 1 uncommon peice in one night of grinding. Considering the time investment, the rewards are pretty good in the low end. They get a little more tedius in the medium range and in the high range they are extremely time consuming.
The repeatable quest is not your main tool for attaining 1,000 coins. It is a suppliment, so that when you're grinding you have another added reward along with the regular coin/ticket drops.
Risk will be increasing as well. The Gold/platinum events were intended to be much harder but there were a couple problems with how AOE's fire that were preventing that.
I'm going to look into a way to alleviate the wait time for starting an event. I know it's annoying to wait for the guys who are 2 manning the gold event =)
I know it's pretty slow if you're going for the weapon. I'm currently about half way there on my play character. But also, please realise that you can get many other rewards at your choice in very little time.
