The outpost of Elani covers, perhaps too subtlety, how each civilization develops their armaments through the introduction quest as well as introducing you to the appropriate emissary of one of the three factions.
A quick rundown!

It is important to speak with the emissary to avoid some unnecessary grinding.
The introductory quests and such have not made it to the live servers, but it should clear up some confusion once it does!

I have a plan on how to combat this so if you're not lucky enough to receive a legendary reward, you will at least receive an item you can use =)

I can see how grinding these quests over and over getting rewards you can't use could be really tedious.

I could have worded those patch notes a BIT better.
To be clear, Disciples who currently have "The Righteous Gavel" will be able to exchange it for the ulak.
This was done due to Disciples mistakenly being able to use "The Righteous Gavel" and that needed to be corrected, but did not wish to screw over any Disciples in the process =)

One quick question though. The test patch notes from 4-4 say that disciples can hand in the Gavel for a different weapon. The following note says that a martial weapon was added that is only obtainable from sacrificing a cloak. Does that mean we can't turn the Gavel in for the martial weapon? Or did I read too much logic into those statements

That's correct - the chest on the ground is essentially the reward for successfully completing the encounter, much like if the avatars of Mara and Caia dropped loot on their corpses.
Being as they are avatars, leaving a corpse doesn't feel right contextually as the entire thing is a test of your will, more or less.
The "Orb of the Eternal Flame" is the "chest" that you interact with if you chose to sacrifice your Cloak of the Pantheon for the key.
In an upcoming patch, the orb itself will always be spawned - players who have the key will be able to venture down there at anytime and receive their items.
To answer Daer's questions, I haven't been able to reproduce the issue where you were unable to hand in the cloak for the key. Any information you have about this will help me track it down =)
As for the legendary item issue, I understand your frustrations, but this is also why these items break our metrics and are not soulbound - so you would be able to trade them to another player who is looking for the Staff of the Old World.
Allowing people to choose everything they wanted after completing the encounter would force me to make the encounter (and the entire area) much more of a time investment and ramp up the difficulty quite a bit as those legendary items are immensely powerful in comparison to other similarly-leveled items.
Now I do agree that having the soulbound armor drop that you are unable to use being quite lame and have some ideas how to combat that. For the time being, however, the legendary weapon "random chance" will remain as is. I'll give it some thought to see if there are any ways to combat it without trivializing the item acquisition, though!
Oh, and I've added a martial ulak to that table as well - sorry martial fighters that it took so long!

The armor quests do not stop there =)
There is the base version (which you've seen via the quests that unintentionally hit the live servers) and the improved version.
Clerics, being the odd-one out in terms of itemization, receive the medium healer set as the base version. The improved version, however, will result in plate armor.
I love clerics! I didn't forget about you guys =)

There'll be some changes made to the final encounter and I'll take a look at the items in there. Melee crit and such on light armor and not being able to deconstruct them is definitely unintentional!
It will take some set-aside time to debug the Tashini issue(s). That fairy is becoming quite the thorn in my side >.<
The HP of Mara and Caia is definitely too low and will be addressed in the near future. The chest in the middle of the flame will probably always be spawned and usable at anytime for anyone with the key to combat the despawning issue.
Receiving soulbound items that you cannot use nor trade was never intentional, so I'll come up with some neat work-around to at least provide ya'll with an item usable by your class. I have some ideas off the top of my head already, so will just need to find some time to muck with the Pantheon.
