My Understanding:
Schools that give out flat letters just cover a wider ranges in the GPA. All the + and - does is pinpoint your GPA more appropriately - letting you know that you are enaring the top or bottom end of the "B" spectrum, for example. A B+ means you got a higher-end B. Your old school would have just assigned you the B, but that doesn't actually affect your GPA. it's just a visual indication.
