Correct me if Im wrong, but I do believe they are refering to the Npcs just walking back and forth as opposed to making conversation with one another, maybe working on those ruins behind them, or some other activity besides walking from point A to point B.

As for Npcs still walking around at night being weird, wouldn't it technically be weird if you were up walking around at that time of night too? Npcs shutting down shops at night is a tad over the top, if thats the case shouldn't your character walk home and crawl in bed, and wait till the night cycles over? as fun as that sounds, I think I would prefer the unrealistic npcs in reguards to shops and banks.
